Responsibilities
Primary Duties
- Reviewing, analyzing, and negotiating capacity solutions to support Middle Mile business across Flow Centers, Upstream Distribution Centers, New Nodes, LTL and Expedite Services
- Sourcing capacity to support annual forecasts as well as ad-hoc volume spikes
- Evaluating, screening, and onboarding potential new carriers for all Middle Mile logistics services; owning the maintenance of Carrier and Shipper Agreements in partnership with Legal and Contracts & Catalog Management
- Developing and maintaining routines to support on-time and accurate payment to our carriers in partnership with the Freight Payment team
- Monitoring and reviewing carrier capacity and efficiency vs expectations with operational teams; supporting carrier performance management routines
- Lead and engage in cross-functional teams through project management to support network realignments, trailer pool allocation moves, and quarterly business reviews
- Developing and executing deep analysis and reporting pertaining to historical/current transportation network plans and data
- Leading projects as assigned and delegating responsibility to others within the team
- Point of escalation for operations involving addition of new business or removal of carrier business due to performance or costing issues
- Documenting, managing and improving sourcing processes and routines

This role is responsible for supporting the sourcing, analysis, and negotiations of logistics solutions that enable the efficient flow of goods through Target's supply chain. The role is focused on securing capacity solutions which deliver consistency at an optimized cost for Middle Mile transportation nodes. Through a strong cross functional partnership with our internal operations teams and external carrier partners, the individual in this role will contribute to sourcing strategy creation and enablement, lead end-to-end proactive and ad hoc capacity sourcing exercises, and troubleshoot outstanding capacity issues to help Target achieve transportation goals that serve our Guests. The role will also be responsible for leading and engaging in cross-functional teams as a critical stakeholder to represent transportation network impacts.

Requirements
- 4-year degree or equivalent experience
- 3+ years of relevant experience within supply chain sourcing/procurement, logistics, transportation industry
- Proven expertise in analyzing logistics solutions
- Proven ability to effectively collaborate with multiple business partners (internal and external) and influence without authority
- Proven ability in performance management of 3rd party providers
- Excellent written, verbal, and interpersonal communication skills
- Proven ability to communicate clearly in difficult situations
- Self-motivated and demonstrates initiative
- Demonstrates ability to work independently, navigate ambiguity and work with undefined projects
- Strong ability to plan, manage, and prioritize time/tasks effectively
- High level of proficiency in Microsoft Excel
Desired Requirements
- Knowledge of general supply chain planning concepts
- Working knowledge of Transportation EDI and Freight Payment standards
- Transportation Systems experience including working knowledge of JDA transportation management solutions
- Experience supporting transportation sourcing in Alaska and Hawaii markets
